line technology: London: FIFA have announced that final tests on goal-line technology will begin later this month, following Chelsea's 'ghost goal' against Tottenham in the semi-final of Football Association Cup on Sunday, when replays evidently showed that Juan Mata's strike had clearly not crossed the line, but still a goal was awarded. The International Football Association Board, the game's rule-making body, last month approved two systems to go into a second round of testing in match scenarios and a definitive decision is awaited in July. FIFA confirmed on Sunday that tests with Sony's Hawk-Eye, which uses camera-based-ball tracking and German-Danish Company, GoalRef, which adopts a magnetic field with a special ball, will be done which would commence before the end of April and continue throughout May, the Daily Mail reports. Both systems send a signal within a second, when the ball crosses the line to the referee, who retains the power to make the final call. In a statement released by FIFA, they said "The latest planning meeting for test phase two was held on Friday, and the second phase of tests will commence before end of April, and will continue throughout May." The move is being viewed by many as a blow to the credibility of Fifa's reform process, which has been led by its President Sepp Blatter, says BBC sports news correspondent Alex Capstick. Fifa has declined to comment on TI's move.'Not independent' Sylvia Schenk, TI's sports adviser, said Mr Pieth could not remain independent of Fifa if he was being paid by the organisation. "We believe that someone paid by Fifa cannot be a member of the independent commission [overseeing reforms]," Ms Schenk told the Press Association Sport news agency. "He has a contract with Fifa so he is not independent in that sense." Mr Pieth said it was common for firms to pay outside advisers to evaluate their business practices. "We can't start asking audit firms to do their job for free just to make sure they are independent," he told the Bloomberg news website. TI had been invited by Fifa to sit on an outside panel headed by Mr Pieth to advise on reforms. "In taking those sanctions and notifying FIFA of them, the CFA has emphasised its on-going commitment to stamping out all forms of match-fixing and corruption in the game. The CFA set up a special task force consisting of members of the CFA disciplinary committee in March 2012 to make recommendations based on the investigations."
